This posting will be used to fill 1 permanent full-time positions working 75 bi-weekly. It will establish a 12-month eligibility list which may be used to fill similar positions.

This job is based in Carcross in the beautiful Yukon.

Who we are

The Family and Children's Services Branch is responsible for territory-wide delivery of services and programs that support positive and healthy outcomes for children, youth, and families.

This position's recruitment is a collaborative initiative between the Carcross/Tagish First Nation (CTFN) Government) and the Ministry of Health and Social Services. The position is based out of Carcross and will work closely with CTFN Family and Children Outreach Worker. CTFN is one of three Inland Tlingit communities, along with people of the Tagish descent.

The Indian Act that came into effect in 1876 removed the rights of Aboriginal parents to their children, making them wards of the state. The Federal Government entered into agreements with various churches to run residential school systems designed to assimilate aboriginal people into the dominant Euro-Canadian society. Many Yukon students attended the Carcross Residential School, which was located in Carcross Yukon and run by the Catholic Church.

On October 5th, 1997, C/TFN signed their Constitution at the General Assembly of the Carcross/Tagish First Nation held at the community Club in Carcross. The Constitution holds the framework of C/TFN Government. The Carcross/Tagish First Nation became Self-Government in 2006 which means that from that year C/TFN was no longer tied under the Indian and Northern Affairs Canada (INAC).

The Carcross/Tagish First Nation is a Clan-based Government and its administrative structure is organized around the medicine wheel. Every individual or organization has four aspects; the emotional, spiritual, mental and physical. All four of these aspects must be balanced in order for the Self, which is at the centre of the wheel, to be fully functioning. Each Department of C/TFN works to accommodate different aspects of the self to keep the whole First Nation in balance.

The Government of Carcross/Tagish First Nation has 4 main Departments; Capacity Development, Infrastructure, Health & Wellness and Heritage, Land and Natural Resources. The Governance Department sits in the middle and his main goal is to ensure all Departments are working collaboratively together following the mission and guiding objectives of the Self-Government.

C/TFN Traditional Territory extends from the Carcross Cut off, to Carcross, Tagish, Squanga and pass the B.C. boarder. The people of C/TFN are Tlingit & Tagish and are divided into 2 moieties; Wolf & Crow. C/TFN is composed of 6 Clans; Dak`laweidí and Yanÿeidí (from the Wolf moiety) and Kookhittaan, Gaanaxteidí, Ishkahittaan and Deisheetaan (from the Crow moiety).

Carcross is located 73 kilometers and Tagish is 103 kilometers south of Whitehorse. The population of Carcross and Tagish is approximately 400 people.

Essential qualifications

Please submit your resume clearly demonstrating how you meet the qualifications below. Selections for further consideration will be based solely on the information you provide in your resume.

• Bachelor of Social Work and

• Social work experience and/or practicum in providing services to families, children and individuals.

• Experience working in remote communities and indigenous cultural competency would be an asset to this role.

• Prior child welfare/intervention experience within the last three years may be considered an asset

NOTE: If your Bachelor of Social Work degree was obtained outside of Canada, you need to confirm it has been assessed for equivalency through any members of the Alliance of Credential Evaluation Services of Canada (ACESC).

Candidates who are currently students in a Bachelor of Social Work program, who can demonstrate the essential qualifications through internships, practicums, cooperative and voluntary placements, and that have verification of graduation in 2024 may be considered.

  • Strong knowledge and experience in social work principles and practices in child welfare and case management.
  • Sound ethical decision making and judgement skills that demonstrates the capacity to complete family, children and individual assessments at a professional level.
  • Excellent decision-making skills and practice guided by the Canadian Association of Social Work Code of Ethics.
  • Ability to build and maintain effective relationships and professional partnerships that demonstrates a professional level of written and oral communication.
  • Ability to take a broad-based, strategic approach to community development in response to mandated client service.
  • Ability to prepare affidavits or court documents and intervention services including investigations and core protection services; and,
  • Ability to work independently and as part of an interdisciplinary team.

Conditions of employment

You must meet the following conditions before being hired, or within the time frame noted.

  • Criminal Records Check with Vulnerable Sector,
  • Valid Class 5 driver's license or equivalent,
  • Verification of Bachelor of Social Work; and,
  • Demonstrate the potential to be delegated within 12-months of hire under the Child and Family Services Act.

Job requirements

This job requires you to perform, and/or be exposed to, the following:

  • Willingness to work in rural communities.
  • Travel is required.
  • Provide coverage for other workers as needed.
  • Frequent evening, weekend and statutory holiday work hours are required; and,
  • Occasional involvement in situations involving angry, abusive or abused clients.
  • May be exposed to hazards from frequently working around volatile parents and/or children who are in crisis.
